Tips for success
For the best texture, use a combination of ground beef with a moderate fat content, around 15-20%. Leaner beef can result in drier meatballs. If you prefer, substitute half the beef with ground lamb for a richer, more traditional flavor.
The meatballs can be shaped ahead of time and refrigerated for up to a day, but add a few extra minutes to the baking time if starting from cold.
To achieve a deeper golden cheese crust, switch the oven to broil for the last 1-2 minutes, but watch closely to prevent burning.
If you don't have kaşar cheese, use a mix of mozzarella and provolone for the best melt. For a spicier kick, add a pinch of red pepper flakes to the tomato broth or the pepper mixture.
Variations
- Spicy Pepperoncini: Add 2-3 chopped pepperoncini or banana peppers to the pepper mixture for a tangy, mildly spicy kick. You can also sprinkle a little of the pickling liquid into the tomato broth for extra brightness.
- Lamb and Mint: Substitute half the ground beef with ground lamb and add 1 tablespoon of chopped fresh mint to the meatball mixture. This variation pairs beautifully with a dollop of plain yogurt on top.
- Vegetarian Version: Swap the meatballs for store-bought vegetarian meatballs or a mixture of cooked lentils and mushrooms. Omit the egg and use a vegan egg substitute if needed, and use vegan cheese or omit the cheese for a dairy-free option.
- Extra Cheesy: Mix 1/2 cup of shredded kaşar or mozzarella into the meatball mixture before shaping. This will give the meatballs a gooey, cheesy center that melts as they bake.
Storage and make-ahead
- Fridge
- Store leftovers in an airtight container in the fridge for up to 3 days. Reheat in a 350°F oven until hot and bubbly.
- Freezer
- Freeze the fully baked casserole (without the cheese) for up to 2 months. Thaw overnight, add cheese, and bake until hot.
- Reheat
- Reheat individual portions in the microwave or oven. For best results, cover with foil and warm in a 350°F oven for 10-15 minutes.
Leftover casserole can be stored in an airtight container in the refrigerator for up to 3 days. Reheat gently in the oven at 350°F (175°C) for about 10 minutes, or in the microwave in 30-second bursts. The flavors will meld even more overnight, making it a great make-ahead dish.
Assemble the entire casserole up to a day in advance, but wait to add the cheese until just before baking. Cover and refrigerate, then bake as directed, adding 5-10 minutes to the cooking time if starting from cold. The meatballs can also be shaped and refrigerated separately for up to 24 hours.
Serving ideas
Serve this casserole steaming hot, straight from the oven, with plenty of crusty bread for dipping into the savory tomato sauce. The bread soaks up the juices and balances the richness of the cheese.
A simple green salad with a lemony vinaigrette would brighten the meal, or pair it with rice or bulgur pilaf for a heartier spread.
For a complete Turkish-inspired feast, serve alongside a bowl of creamy yogurt or a dollop of garlic yogurt sauce. The cool, tangy yogurt complements the warm, spiced meatballs beautifully.
Leftovers are just as delicious the next day, either reheated or served cold in a sandwich with some of the peppers and sauce.

Golden Cheese-Crusted Turkish Meatball Casserole

Ingredients
- 2 tbsp olive oil
- 1 red bell pepper, sliced
- 1 green bell pepper, sliced
- 1 white onion, quartered and sliced
- 1 tsp salt
- 1 tsp paprika
- 500 g ground beef
- 1/4 cup grated onion
- 2 cloves garlic, minced
- 1/2 cup breadcrumbs
- 1 egg
- 1 tsp ground cumin
- 1/2 tsp black pepper
- 1 tbsp tomato paste
- 1 cup hot water
- 1 tbsp butter
- 150 g kaşar cheese, shredded (or mozzarella)
Instructions
- Heat the oven to 400°F (200°C). In a large round baking dish, toss the sliced red and green bell peppers and the quartered onion with the olive oil, salt, and paprika until evenly coated. Spread the vegetables into an even layer. In a separate bowl, combine the ground beef, grated onion, minced garlic, breadcrumbs, egg, cumin, black pepper, and a pinch of salt. Mix gently until just combined, being careful not to overwork the meat. Shape the mixture into 16 oval meatballs, about 1 1/2 inches long.
- In a small bowl, whisk together the tomato paste, hot water, and butter until the butter is melted and the mixture is smooth. Pour the tomato broth evenly over the meatballs and vegetables in the baking dish. Gently shake the dish to distribute the liquid.
- Place the baking dish in the preheated oven and bake for 25 minutes, until the meatballs are cooked through and the peppers are tender. Check that the meatballs reach an internal temperature of 160°F (71°C) to ensure they are fully cooked.
- Remove the dish from the oven and scatter the shredded kaşar cheese (or mozzarella) generously over the meatballs. Return the dish to the oven and bake for an additional 5 minutes, until the cheese is melted, bubbly, and golden in spots.
- Remove the casserole from the oven and let it rest for 2-3 minutes. Serve steaming hot with crusty bread on the side for dipping into the savory tomato-pepper sauce.
