Before you start

Before starting, gather all ingredients and equipment. Soak the bamboo skewers in water if using. Finely dice the onion and mince the garlic. Measure out all spices and the tomato paste.

Shred the mozzarella if using a block. Have the tortillas at room temperature for easier rolling. Preheat the oven to 400°F (200°C) when you are ready to bake. Line a baking sheet with aluminum foil for easy cleanup.

Ingredients at a glance (14)
  • 2 tbsp olive oil
  • 1 finely diced onion
  • 2 cloves minced garlic
  • 500 g minced beef
  • 1 tsp ground cumin
  • 1 tsp smoked paprika
  • 1 tsp salt
  • 2 tbsp tomato paste
  • 4 large flour tortillas
  • 2 cups shredded mozzarella
  • 3 tbsp clover honey
  • 2 tbsp melted butter
  • 1 tsp smoked paprika
  • 2 tbsp chopped fresh scallions, for garnish

Instructions

Phase 1: Prepare the Filling and Assemble

  1. Brown the Beef
Heat the olive oil in a large skillet over medium-high heat. Add the diced onion and cook until soft, about 3 minutes. Add the minced garlic and cook for 30 seconds until fragrant. Add the minced beef, breaking it up with a spoon. Season with cumin, smoked paprika, and salt. Cook, stirring occasionally, until the beef is browned and deeply caramelized, about 8 minutes. Stir in the tomato paste and cook for 2 minutes until it darkens and coats the beef. Remove from heat and let cool slightly.
Look for The beef is browned and fragrant, with no pink remaining.
Safe temperature 160°F (71°C) internal temperature (ground meat)
Tip Break the beef into small crumbles for even filling.
  2. Assemble the Rolls
Lay a tortilla on a clean work surface. Spread a quarter of the beef mixture evenly over the tortilla, leaving a 1-inch border. Sprinkle with a quarter of the shredded mozzarella. Roll the tortilla tightly into a cylinder. Repeat with the remaining tortillas. Using a sharp chef's knife, slice each roll into 2-inch rounds, trimming the ends if needed.
Look for The rolls are firm and hold together when sliced.
Tip Use a serrated knife for cleaner cuts without squishing the roll.
  3. Skewer the Wheels
Thread the tortilla wheels onto bamboo skewers, pushing them gently so they stay snug but not crushed. Aim for about 4 to 5 wheels per skewer, depending on length. Place the skewers on a baking sheet lined with aluminum foil.
Look for The wheels are secure on the skewers without sliding.
Tip Soak bamboo skewers in water for 30 minutes to prevent burning.

The beef should be browned and fragrant, with no pink remaining. The tortilla rolls should be tight and hold together when sliced. The wheels should be uniform in thickness and securely skewered. The kitchen smells of toasted cumin and paprika.

Phase 2: Glaze and Bake

  1. Make the Glaze
In a small bowl, combine the clover honey, melted butter, and smoked paprika. Stir until smooth. The glaze should be thick but brushable.
Look for The glaze is glossy and evenly colored.
Tip Warm the honey slightly if it is too thick to mix.
  2. Glaze the Kebabs
Using a silicone brush, generously coat each tortilla wheel with the honey-paprika glaze, making sure to get it into the crevices. Reserve some glaze for brushing after baking.
Look for The wheels are fully coated and glistening.
Tip Brush the sides as well as the tops for even caramelization.
  3. Bake Until Charred and Bubbly
Preheat the oven to 400°F (200°C). Place the baking sheet with the skewers in the oven and bake for 12 to 15 minutes, until the edges are charred and crispy and the cheese is bubbling and golden. If desired, switch to broil for the last 1-2 minutes for extra char. Remove from the oven and brush with the remaining glaze.
Look for The edges are dark brown in spots and cheese is melted and bubbly.
Safe temperature 160°F (71°C) internal temperature (ground meat)
Tip Watch closely during broiling to avoid burning.

The glaze should be smooth and glossy. The kebabs should be fully coated with glaze, and the baking sheet should be lined. As they bake, the kitchen fills with the sweet aroma of honey and smoked paprika. The edges will start to char and the cheese will bubble.

Phase 3: Garnish and Serve

  1. Garnish and Serve
Sprinkle the hot kebabs with chopped fresh scallions. Pull a wheel off a skewer to check the cheese pull. Serve immediately while the cheese is molten and the glaze is sticky.
Look for The cheese stretches when pulled, and the glaze is sticky.
Tip Serve on a platter lined with parchment for easy cleanup.

The scallions should be sprinkled over the hot kebabs. When pulled, the cheese should stretch in long strands. The glaze should be sticky and caramelized, and the edges crisp. Serve immediately to enjoy the full effect.

Common mistakes

A common mistake is overfilling the tortillas, which makes them hard to roll and causes the filling to spill out during baking.

Keep the filling layer thin and even. Another issue is slicing the rolls too thick or too thin; 2-inch rounds are ideal for even cooking.

If the skewers are too crowded, the wheels won't get crispy on all sides, so leave space between them. Finally, don't skip the glaze on the sides—it adds essential flavor and helps the edges caramelize.

How to tell it’s done

The kebabs are done when the tortilla edges are charred and crispy, and the cheese is fully melted and bubbling. The internal temperature of the beef should reach 160°F (71°C) as measured with an instant-read thermometer inserted into the center of a wheel.

The glaze should be sticky and caramelized, not burnt. Let them rest for 2 minutes before pulling off the skewers to avoid burning your fingers.

  • Ground meat: 160°F (71°C) in the thickest part
