Before you start
Before starting, bring a large pot of water to a boil for blanching the cabbage. Rinse the rice under cold water until the water runs clear and set aside to drain. Dice the onion and mince the garlic.
Measure out all the spices and pastes so they are ready to combine. Have a small glass dessert bowl and a round baking dish on hand. The oven should be preheated to 375°F (190°C) when you are ready to bake.

Instructions
Prep and Blanch
- Blanch the Cabbage LeavesBring a large pot of water to a rolling boil. Carefully remove 8 large outer leaves from the cabbage, keeping them whole. Submerge the leaves in the boiling water and cook for 3 minutes, until tender and pliable. Use tongs to transfer them to a colander to drain and cool slightly.Look for Leaves are bright green and bend easily without tearing.Tip If the leaves are very thick, add 1 more minute of blanching.
- Make the FillingIn a large bowl, combine the ground beef, rinsed rice, diced onion, 1 tablespoon tomato paste, pepper paste, minced garlic, olive oil, dried mint, ground cumin, salt, and black pepper. Mix with your hands or a spoon until everything is evenly distributed.Look for The mixture is uniform and slightly sticky.Tip Rinsing the rice removes excess starch and keeps the filling light.
The cabbage leaves are bright green, tender, and pliable after their 3-minute bath. The filling is mixed and aromatic with mint and cumin. The kitchen smells of garlic and spices, and the leaves are cooling in the colander, ready to be shaped.
Assemble and Bake
- Assemble the Cabbage CupsLine a small glass dessert bowl with one softened cabbage leaf, letting the edges overhang. Place about 2 spoonfuls of the filling into the center, then fold the leaf edges inward to enclose the filling completely. Repeat with the remaining leaves and filling to make 8 parcels.Look for Each parcel is neat and fully sealed.Tip Don't overfill; the rice will expand during baking.
- Invert into Baking DishCarefully invert each cabbage parcel seam-side down into a round baking dish. Arrange them snugly in a single layer. Whisk together the hot water, remaining tomato paste, and olive oil in a small bowl. Pour this tomato broth over the cabbage parcels.Look for The parcels are nestled together and the broth comes halfway up the sides.Tip Use a dish just large enough to hold them so the broth covers the bottom well.
- Bake Until TenderPreheat the oven to 375°F (190°C). Cover the baking dish with a lid or aluminum foil and bake for 45 minutes, until the cabbage is very tender and the filling is cooked through. The internal temperature of the meat should reach 160°F (71°C).Look for The broth is bubbling and the cabbage looks translucent.Safe temperature 160°F (71°C) internal temperature (ground meat)Tip Baking covered keeps the parcels moist and steams them gently.
The neat cabbage cups are nestled in the baking dish, bathed in a rich tomato broth. As they bake, the aroma becomes deeply savory and slightly sweet.
The broth bubbles gently around the parcels, and the cabbage turns translucent and golden at the edges.
Serve Hot
- Serve Steaming HotRemove the dish from the oven and let it rest for 5 minutes. Use a spatula to lift each cabbage cup out of the broth, allowing any excess liquid to drip back into the dish. Place the parcels on serving plates and spoon a little of the hot tomato broth over the top.Look for The parcels are glossy and the steam rises invitingly.Tip Serve with crusty bread to soak up the delicious broth.
The parcels are lifted out of the dish, glossy and steaming. The filling is firm but juicy, and the cabbage is tender enough to cut with a spoon. The tomato broth is vibrant and flavorful, ready to be spooned over each serving.
Common mistakes
Avoid overfilling the cabbage leaves, as the rice will expand during baking and cause the parcels to burst. Make sure the cabbage leaves are fully drained and cooled before handling; they are easier to work with when slightly cool.
Do not skip covering the dish while baking—this steams the parcels and prevents them from drying out. If the broth evaporates too quickly, add a splash of hot water.
How to tell it’s done
The stuffed cabbage is done when the cabbage leaves are translucent and easily pierced with a fork, and the filling is cooked through.
The internal temperature of the meat should read 160°F (71°C) on an instant-read thermometer. The broth will be bubbling and slightly reduced. Let the dish rest for 5 minutes before serving to allow the juices to settle.
- Ground meat: 160°F (71°C) in the thickest part
