Before you start

Heat the oven to 350°F (175°C). Grate the onion and mince the garlic clove for the meatballs. Slice the onions, green peppers, red capia peppers, and garlic cloves for the vegetable bed.

Chop the parsley. Tear a piece of parchment paper large enough to cover the baking dish. Have all the spices and seasonings measured and ready. Set out a large baking dish and a large mixing bowl.

Ingredients at a glance (19)
  • 1.1 lb ground beef (80% lean)
  • 1 grated onion
  • 1 clove garlic, minced
  • 4 tbsp plain breadcrumbs
  • 50 ml sparkling water
  • 2 tbsp fresh parsley, chopped
  • 1 tsp ground cumin
  • 1 tsp paprika
  • 1 tsp chili flakes
  • 1 tsp salt
  • 2 onions, sliced
  • 3 green peppers, sliced
  • 2 red capia peppers, sliced
  • 4 cloves garlic, sliced
  • 3 tbsp olive oil
  • 1 tsp dried oregano
  • 1 tsp chili flakes
  • 1/2 tsp salt
  • 1 1/2 cups grated kashar cheese

Instructions

Prepare and Assemble

  1. Mix the Meatball Base
In a large bowl, combine the ground beef, grated onion, minced garlic, breadcrumbs, sparkling water, chopped parsley, cumin, paprika, chili flakes, and salt. Use your hands to gently knead the mixture until everything is evenly distributed, but avoid overworking the meat. Shape the mixture into plump, round meatballs about 1 1/2 inches in diameter. Set them aside while you prepare the vegetables.
Look for The mixture should hold together when pressed but not be dense or pasty.
Tip Wet your hands lightly with cold water to prevent the meat from sticking while shaping.
  2. Toss the Vegetables
In a large baking dish, combine the sliced onions, green peppers, red capia peppers, and sliced garlic cloves. Drizzle with olive oil and sprinkle with oregano, chili flakes, and salt. Toss everything together with your hands or a large spoon until the vegetables are evenly coated and spread across the bottom of the dish in an even layer.
Look for The vegetables should be glossy with oil and lightly seasoned.
Tip Use a dish large enough so the vegetables sit in a single layer, which helps them caramelize evenly.

The meatball mixture should be well combined but not overworked, and the vegetables should be evenly coated with oil and seasonings. The baking dish should have a colorful, glossy layer of peppers and onions ready to receive the meatballs. The oven is preheated, and the parchment is ready to cover the dish.

Bake Until Tender

  1. Assemble and Cover
Nestle the meatballs evenly among the vegetables in the baking dish. Tear a piece of parchment paper large enough to cover the dish, crumple it under running water, then shake off the excess water. Lay the damp parchment directly over the meatballs and vegetables, tucking the edges around the inside of the dish. This creates a moist environment that steams the meatballs and softens the vegetables.
Look for The parchment should be damp but not dripping; it should cover the entire surface.
Tip Crumpling the parchment before wetting it makes it easier to shape and keeps it from tearing.
  2. Bake Until Tender
Place the dish in an oven preheated to 350°F (175°C). Bake for 30 minutes, until the vegetables are caramelized and tender and the meatballs are cooked through. The meatballs should reach an internal temperature of 160°F (71°C) when checked with an instant-read thermometer. The parchment will keep the top moist, so the dish will look steamy and juicy when you uncover it.
Look for The vegetables should be soft and lightly browned at the edges, and the meatballs should feel firm to the touch.
Safe temperature 160°F (71°C) internal temperature (ground meat)
Tip Use a thermometer to check the thickest meatball; if not yet at 160°F, return to the oven for a few more minutes.

After 30 minutes, the dish should look steamy and juicy. The vegetables should be soft and lightly browned, and the meatballs should be cooked through. The aroma of roasted peppers and spices will fill the kitchen. The parchment will be slightly browned but intact, and the dish will be bubbling gently.

Broil to Golden

  1. Add the Cheese
Carefully remove the parchment paper and discard it. Sprinkle the grated kashar cheese evenly over the meatballs and vegetables. The cheese should cover the top generously, creating a blanket that will melt and bubble under the broiler.
Look for The cheese should be spread in an even layer, leaving no bare spots.
Tip If the dish is very hot, let it cool for a minute before adding the cheese to prevent it from melting too quickly.
  2. Broil Until Golden
Switch the oven to broil and place the dish on a rack about 6 inches from the heat source. Broil for 5 minutes, watching closely, until the cheese is browned and bubbly with dark spots in places. The cheese should be melted and gooey, and the edges of the peppers may char slightly. Remove the dish from the oven and let it rest for 3 minutes before serving.
Look for The cheese should be bubbling and golden brown; watch to prevent burning.
Tip If the cheese is browning unevenly, rotate the dish halfway through broiling.

The cheese should be fully melted and bubbling, with a golden-brown crust and some darker spots for flavor. The edges of the peppers may char slightly, adding a smoky note.

The dish should look irresistible, with the cheese pulling away from the sides and the meatballs peeking through. Let it rest briefly before serving.

Common mistakes

Overworking the meatball mixture can make the meatballs dense and tough. Mix until just combined. Skipping the damp parchment can dry out the meatballs and cause the vegetables to burn before they soften.

If the cheese browns too quickly under the broiler, move the rack lower or reduce the broiling time. Check the internal temperature of the meatballs to ensure they are fully cooked.

How to tell it’s done

The dish is done when the meatballs reach an internal temperature of 160°F (71°C) and the vegetables are tender and caramelized. After broiling, the cheese should be melted, bubbly, and golden brown with some dark spots.

The meatballs should be firm but juicy when pierced, and the peppers should be soft and slightly charred at the edges. Let the dish rest for a few minutes before serving to allow the juices to settle.

  • Ground meat: 160°F (71°C) in the thickest part
