Before you start
Before you start, bring a large pot of salted water to a boil and prepare a bowl of ice water. Remove the core from the cabbage and carefully peel off whole leaves. Have all the filling ingredients measured and ready.
Preheat the oven to 350°F (175°C) when you begin assembling the bundles. The hot tomato paste water broth should be prepared before assembling, using tomato paste dissolved in hot water to make 1 1/2 cups.

Instructions
Prep and Filling
- Prepare the Cabbage LeavesBring a large pot of salted water to a boil. Carefully peel the whole leaves from the cabbage head, keeping them intact. Blanch the leaves in the boiling water for 3 minutes until tender and pliable. Remove them with tongs and plunge immediately into a bowl of cold water to stop the cooking. Drain and set aside.Look for Leaves are bright green and flexible; they should not tear when bent.Tip If the leaves are very thick, blanch for an extra minute, but keep them al dente so they hold up during baking.
- Make the FillingIn a mixing bowl, combine the ground beef, washed rice, diced onion, minced garlic, tomato paste, pepper paste, olive oil, dried mint, cumin, salt, and chopped parsley. Knead the mixture with your hands until everything is well incorporated and the mixture feels slightly sticky.Look for The filling is uniform and holds together when pressed.Tip Wetting your hands lightly makes shaping the filling easier.
After this phase, the cabbage leaves are blanched and cooled, and the filling is mixed and ready. The leaves should be pliable but not falling apart, and the filling should be well combined with a uniform texture.
Check that all filling ingredients are evenly distributed and that the mixture holds together when pressed.
Assembly and Baking
- Assemble the BundlesLay a blanched cabbage leaf flat on a work surface. Place a portion of the filling in the center of the leaf. Fold the sides over the filling, then roll it up tightly to form a neat bundle. Repeat with the remaining leaves and filling to make 7 bundles.Look for Each bundle is compact and the filling is fully enclosed.Tip If a leaf is too small, overlap two smaller leaves to make one large enough.
- Arrange in Baking DishInvert the bundles seam-side down into a round baking dish. Arrange them snugly in a circular pattern. Pour the hot tomato paste water broth over the top, ensuring the liquid reaches the bottom of the dish. Cover the dish with wet parchment paper.Look for The bundles are nestled together and the broth surrounds them.Tip Pressing the parchment directly onto the bundles keeps them moist during baking.
The bundles are neatly rolled and arranged in the baking dish, with the broth poured over and the parchment cover in place. The dish is ready to go into the oven. The bundles should be snugly packed to help them hold their shape during baking.
Caramelize and Serve
- Bake the BundlesPreheat the oven to 350°F (175°C). Bake the covered cabbage bundles for 40 to 45 minutes, until the filling is cooked through and the cabbage is tender. For the last 10 minutes, remove the parchment to allow the tops to caramelize slightly.Look for The tops are golden-brown and the broth is bubbling around the edges.Safe temperature 160°F (71°C) internal temperature (ground meat)Tip Let the dish rest for 5 minutes before serving to let the juices settle.
- Serve the BundlesCarefully lift a bundle onto a plate. Cut it open to expose the juicy spiced rice filling. Serve hot, spooning some of the tomato broth over the top.Look for The filling is steaming and the cabbage is fork-tender.Tip Pair with a side of crusty bread to soak up the broth.
After removing the parchment, the tops of the bundles should become golden and slightly caramelized. The filling should be cooked through, and the cabbage should be tender. The broth will have reduced slightly, creating a flavorful sauce. Let the dish rest for a few minutes before serving.
Common mistakes
A common mistake is overfilling the cabbage leaves, which makes them difficult to roll and can cause them to burst during baking. Use about 1/2 cup of filling per large leaf, and roll snugly but not too tight.
Another mistake is skipping the cold water bath after blanching; this stops the cooking and keeps the leaves from becoming mushy. Also, be sure to cover the dish with wet parchment paper to prevent the tops from drying out before the filling is cooked.
How to tell it’s done
The cabbage bundles are done when the internal temperature of the filling reaches 160°F (71°C) and the cabbage is tender enough to be pierced easily with a fork.
The tops should be golden-brown and slightly caramelized, and the broth will be bubbling. Let the dish rest for 5 minutes before serving to allow the juices to redistribute.
- Ground meat: 160°F (71°C) in the thickest part
