Tips for success
For the most aromatic dish, crack whole black peppercorns just before adding them.
The coarse pieces release their oils slowly during cooking, infusing the sauce with a warm, pungent heat that pre-ground pepper can't match. If you prefer a milder heat, reduce the pepper to 1 1/2 tablespoons.
If the sauce seems too thin after cooking, remove the meat and peppers with a slotted spoon, then simmer the sauce on the stovetop for a few minutes to reduce.
Alternatively, whisk in a slurry of 1 tablespoon cornstarch and 2 tablespoons cold water, and cook for 5 more minutes until thickened.
Variations
- Chicken Version: Swap the sirloin for boneless, skinless chicken thighs, sliced into strips. Cook on LOW for 3 to 4 hours, until the chicken is tender and reaches 165°F (74°C). Add the bell peppers in the last 30 minutes as directed.
- Vegetable Add-In: Add sliced mushrooms or snap peas along with the bell peppers for extra texture and flavor. Mushrooms will soften and absorb the sauce, while snap peas stay crisp and bright.
- Spicy Kick: Stir in 1 teaspoon of chili flakes or a sliced fresh red chili along with the garlic for a fiery version. The heat will mellow during cooking, leaving a subtle warmth that complements the black pepper.
- Gluten-Free Adaptation: Use tamari instead of dark soy sauce and choose a gluten-free oyster sauce or substitute with hoisin sauce (check labels). Ensure the Shaoxing wine is gluten-free or replace with dry sherry. Serve over rice.
Storage and make-ahead
- Fridge
- Store leftovers in an airtight container in the fridge for up to 4 days.
- Freezer
- Freeze the cooked steak and sauce (without rice) in a freezer-safe container for up to 3 months.
- Reheat
- Reheat gently in a saucepan over medium-low heat, stirring occasionally, until piping hot. Add a tablespoon of water or beef broth if the sauce is too thick.
Store leftovers in an airtight container in the refrigerator for up to 4 days.
The flavors will continue to meld, making the next-day leftovers even more delicious. Reheat gently on the stovetop or in the microwave until piping hot.
You can assemble the entire dish (without the bell peppers) up to a day ahead. Store the covered slow cooker insert in the refrigerator, then start cooking the next day.
If starting from cold, add 30 to 45 minutes to the cooking time. The bell peppers should still be added in the last 30 minutes.
Serving ideas
Serve the black pepper steak over steamed jasmine or long-grain white rice. The sauce is rich and glossy, so it soaks into the rice beautifully. A sprinkle of fresh cilantro adds a bright, herbal finish that lifts the dish.
For a complete meal, add a simple side of steamed bok choy or a crisp cucumber salad. The cool, fresh vegetables balance the bold, peppery sauce. Extra cracked black pepper on the table lets guests add more heat if they like.

Slow-Cooker Black Pepper Steak with Bell Peppers

Ingredients
- 2 lb top sirloin steak, sliced into thin strips
- 1 medium onion, sliced
- 4 cloves garlic, minced
- 2 tbsp coarsely cracked black pepper
- 1/2 cup oyster sauce
- 2 tbsp dark soy sauce
- 2 tbsp Shaoxing wine
- 2 medium tri-color bell peppers, sliced into strips
- Steamed white rice, for serving
- Fresh cilantro leaves, for garnish, to taste
Instructions
- Place the sliced sirloin steak into the slow cooker insert. Add the sliced onion, minced garlic, and coarsely cracked black pepper. Pour the oyster sauce, dark soy sauce, and Shaoxing wine over the top. Use a wooden spoon or spatula to toss everything together until the steak is evenly coated in the sauce mixture.
- Cover the slow cooker with the glass lid. Set the heat to LOW and cook for 4 hours. During this time, the steak will become tender and the sauce will deepen in flavor. Avoid lifting the lid during cooking to keep the heat steady. Let it rest for 3 minutes before slicing.
- After 4 hours, open the lid and add the sliced tri-color bell peppers. Stir them into the sauce gently. Cover and cook for an additional 30 minutes on LOW. The peppers should remain slightly crisp, adding a fresh crunch to the rich sauce.
- Use a meat thermometer to check the internal temperature of the thickest steak strip. It should read at least 145°F (63°C). If it hasn't reached that temperature, continue cooking for another 10 to 15 minutes and check again. Once done, turn off the slow cooker. Let it rest for 3 minutes before slicing.
- Let the steak rest in the slow cooker with the lid off for at least 3 minutes. This allows the juices to redistribute and the sauce to settle. Do not skip this rest — it keeps the meat moist and tender.
- Spoon the black pepper steak and bell peppers over steamed white rice. Garnish with fresh cilantro leaves. Serve hot, with extra cracked black pepper on the side if desired.
