Before you start

Preheat your oven to 375°F (190°C) so it reaches full heat by the time the dish is assembled. Set out an oval baking dish, a large skillet, and a wide serving spatula.

Halve the cherry tomatoes and have your shredded cheese, pepperoni slices, cooked ground beef, sauce, and tortilla wrappers arranged on a clean counter space for efficient assembly.

Ingredients at a glance (6)
  • 1 lb ground beef
  • 2 cups sauce
  • 8 enchiladas (flour tortillas)
  • 4 oz pepperoni
  • 2 cups shredded cheese
  • 1/2 cup cherry tomatoes

Instructions

Browning the beef

  1. Cook the ground beef
Place a large skillet over medium-high heat. Add the ground beef and cook, breaking it apart with a spatula, until browned and cooked through to an internal temperature of 160°F (71°C). Drain off any excess rendered grease from the skillet.
Look for The meat is evenly browned with no pink bits remaining.
Safe temperature 160°F (71°C) internal temperature (ground meat)
Tip Drain the pan well so the final filling does not turn greasy.

The ground beef should be completely crumbly and browned, showing no remaining raw pink meat. Drain off any visible excess liquid or grease thoroughly before setting the pan aside.

The cooked meat should smell deeply savory and feel tender when stirred, providing a clean, flavorful base for filling the enchiladas.

Assembling the rolls

  1. Assemble the rolls
Fill each tortilla wrapper with the cooked beef and roll tightly. Place the rolled enchiladas seam-side down into an oval baking dish. Pour the sauce evenly over the tops of the rolls.
Look for The rolls sit snugly together in the dish without unraveling.
Tip Keep the seam side facing down so the rolls retain their shape.

Each roll should be wrapped firmly around its portion of beef and seated seam-side down in the oval baking dish. The rolls should fit snugly together across the dish surface. The sauce should coat the tops completely, ensuring every roll receives adequate moisture to soften properly while baking.

Topping and baking

  1. Layer toppings and bake
Layer the shredded cheese across the sauce-covered rolls, then arrange the pepperoni slices and cherry tomatoes on top. Transfer the dish to an oven preheated to 375°F (190°C) and bake until the cheese is bubbling and golden.
Look for The cheese melts into an elastic, bubbling blanket with lightly crisped pepperoni edges.
Tip Let the pan stand for 5 minutes after baking so the sauce sets slightly before serving.

The cheese must form an even, melted blanket that stretches easily when pierced with a fork. The pepperoni slices should be glistening with slightly browned perimeters, and the cherry tomatoes should be soft and hot. The entire casserole should bubble audibly around the edges before being pulled from the oven.

Common mistakes

Avoid overfilling the wrappers, which makes them difficult to roll neatly and can cause them to burst open during baking. Do not skip draining excess fat from the skillet after browning the meat, as unrendered grease will pool under the rolls and create a soggy base.

Finally, avoid cutting into the dish immediately after it leaves the oven; resting allows the sauce to settle so the portions stay intact when lifted with a spatula.

How to tell it’s done

The dish is properly finished when the shredded cheese is fully melted, bubbling vigorously around the rim, and developing lightly browned patches across the top. The pepperoni edges should look slightly crisp and curled, while the cherry tomatoes appear softened and glistening.

Because the beef filling was already cooked through to 160°F (71°C) on the stovetop, the baking phase focuses on heating the rolls through and producing a molten, stretchy topping.

  • Ground meat: 160°F (71°C) in the thickest part
